in Opposition to the MOX Fuel Shipment
Dear Mr. Makoto Yagi, President, Kansai Electric Power Co.,
We write to express our strong opposition to the fact Kansai Electric
Power Company pushed forward with the MOX fuel shipment on April 18th.
On December 2, 2009, despite mounting voices of concern and protest,
Kyushu Electric Power Company commenced the operation of our nation's
first commercial pluthermal (plutonium-thermal) power generation using
MOX fuel at Unit 3 of Genkai nuclear power plant.
In response, we filed a civil lawsuit on August 9, 2010 demanding that
the operation of this reactor utilizing extremely hazardous MOX fuel be
suspended.
An accident at a MOX fuel powered plant could potentially cause a far
larger amount of damage compared to an identical accident at a reactor
that uses uranium fuel. Furthermore, as decisions have yet to be made
concerning the disposition of spent MOX fuel, nuclear experts are very
concerned that the irradiated fuel will remain at the reactor site for
exceedingly long periods of time.
We continue to emphasize that should there ever be a serious nuclear
accident, radioactivity will contaminate the mountains, land, and
oceans, threatening and impacting the lives and health of all living
things for generations to come.
Ever since the nuclear disasters at Fukushima on March 11, 2012, people
have come to realize the horrors of nuclear accidents. The enormous
sacrifices that the people of Fukushima have been forced to make has
taught us many things. Not only do nuclear accidents uproot and destroy
the lives of people near the disaster site, but they also leave us with
the inescapable horrors of nuclear radiation which can decimate the
planet.
Following 3.11, in addition to our lawsuit against the use of MOX fuel,
we have also filed a lawsuit calling for a court injunction against the
restart of Genkai nuclear power plant reactors 2 and 3 of Kyushu
Electric Power Company, and, for the permanent shutdown of all reactors
at Genkai. We take this as our responsibility as caretakers of our
planet for future generations to move forward towards the abolition of
nuclear power.
Two years have passed and neither TEPCO nor the national government
have yet to take responsibility for the irreparable damage inflicted by
the Fukushima nuclear accidents. Investigations have yet to identify
the causes of the accident. With no end in sight, there are not even
any proposed solutions to the ongoing problems. Restarting nuclear
power plants under this climate of uncertainty is unforgivable, and
allowing the use of plutonium is absolutely inexcusable.
Carrying through with the MOX fuel transfer at such a time tramples
over the hearts of the victims of the Fukushima nuclear disaster and
only serves to ridicule the people of Fukui Prefecture and this entire
country who are concerned about the safety of nuclear reactors.
To date, information regarding the shipment of the MOX fuel has
remained undisclosed and safety unconfirmed. In the meantime, more than
70 countries have protested these shipments. An accident involving the
transport ship could cause catastrophic consequences for the
environment and for residents of countries en route and their
neighbors. Regardless, the Japanese government and electric utilities
have neglected to show any sincere interest in addressing these issues.
Therefore, in solidarity with people all over the world in their fight
against the threats of radioactive contamination, and in protest of the
MOX fuel transport to Kansai Electric Power Company, we demand
responses to the following questions:
1. In what way have you acquired consent from the countries en route of
the MOX fuel shipment and what kind of environmental assessment did you
conduct to ensure the safety of the transport?
2. What will be the route taken and date when the shipment approaches
Kyushu Island?
3. What emergency measures are in place in case of an accident at sea,
and what is the compensation regime for those impacted should an
accident occur?
